Vince McMahon is the WWE chairman. Thus, Vince holds the power and authority to bring in a new rule or change a rule if he feels so.
Recently, according to a report by Dave Meltzer of the Wrestling Observer Newsletter, the WWE chairman has decreed that from now on, the WWE superstars will not be allowed to use their real names or any name that they have used in other promotions.
Dave Meltzer of the Wrestler Observer Newsletter noted, “The actual story behind this is all the talent got a memo and Vince McMahon decreed he doesn’t want anyone new using their real names anymore, nor names they’ve used before on the indie scene.”

But it looks like this decree applies mostly to the new WWE superstars or the talents who are just coming to the main roster.
Meltzer added in his report, “As it always the case, the memo only applies to people who are newer and who they decided it applies to.” (h/t: Comicbook)
