The reason why Black Adam stayed a dream project of Dwayne Johnson is because he wanted a solo film of the character. Initially DCEU had planned Shazam and Black Adam in the first Shazam movie released 2014.
The Rock also urged the studios not to make the first Shazam movie unless the Black Adam solo film comes first. Even though DJ was right at this part, DC released Shazam, which was a successful film. However, in the sequel coming next year, with big names a part of it, Johnson will not feature in the movie.

Reportedly, ‘The Great One’ passed down the offer for a cameo in Shazam: Fury of the Gods. According to The Wrap’s Umberto Gonzalez tweet, “Rock passed on doing a cameo in Shazam 2 when he was asked.”
Now, everyone knows Black Adam is an arch villain of Shazam in the comics. Therefore, this was an opportunity to see them on the big screen next year in March.
DC fans are angry with Dwayne Johnson for passing a cameo offer in Shazam: God of the Fury
This decision by Dwayne Johnson surely has upset and angered a lot of hardcore DCEU fans. The DC fans are some of the committed ones and they want to see comic accurate things in the movie. Hence, once the news of The Rock passing down a possible dream face off between Shazam and Black Adam, fans got angry with the same.

Dwayne Johnson viewing ‘Shazam!’ as beneath him isn’t a great look as his corner of the DCU falls apart https://t.co/nH5VejApMd pic.twitter.com/xiA7FD3Orz

After that, it became sort of clear that his deal with DC was more of an open-ended development situation.
For example, he could CHOOSE to either play Shazam! or Black Adam.
Unlike most actors, he wasn’t locked down for just one character. https://t.co/HobMQuQePZ

Black Adam is a villain of Shazam in the comics
Dwayne Johnson really needs to understand that Black Adam is a fucking Shazam character and that his over blown ego needs to chill https://t.co/NkLe3UXcA7

Hey, @TheRock – Black Adam exists underneath Shazam. You'd have to lose to Chuck eventually. Alas, you're an ego-driven child. You didn't deserve Cavill. We get it – you lift, bro – but what else do you even do? Take the L and apologize to DC fans.#RestoreTheSnyderVerse𓃵 https://t.co/OLp5urdodz

Fans siding with James Gunn for rebooting DCEU and calling DJ destroyed the timeline.
Who knew that the Rock was ultimately a huge ass beta bitch. I mean didn't want to be in a lesser film? Shazam was actually profitable unlike Black Adam. And Gunn isn't canceling the DCEU. He is rebooting it and fixing it's issues of which there are a multitude. It needed it.

Was it a good decision to decline a Shazam cameo?
Hating on Dwayne Johnson for declining doing a cameo and not really caring about Shazam or the comics is really dumb. Acting is his job, not being a fan of a comic book series

I said this in my review for @blackadammovie and I will say it again. It is very clear that @TheRock has no respect for the Shazam and Black Adam mythology. If he doesn’t want to respect the character’s mythology and true origins he needs to be removed. #Shazammovie #BlackAdam https://t.co/jL1smJYU3i

The Rock isn’t a ‘People’s Champion’ after this scenario!
“knows what the fans want” yet he refused to have shazam in his movie or to appear in shazam 2 as a cameo. he doesn’t even understand the character he’s playing 💀💀

.@TheRock if you had just followed the comics and put #BlackAdam in the #Shazam Universe like he's supposed to be, your film might have done well. But instead, you thought you knew better than the millions of fans. Good job on failing yet again.
