An underarm serve is usually looked at with disdain in tennis. The most recent incident which comes to the mind is when Nick Kyrgios used it against Rafael Nadal. This would seriously cost Kyrgios as he would be bashed by all fans and labelled as disrespectful by the supporters.
The thing which should be clear is that the underarm serve is hundred per cent legal in tennis. Even though it is not used much, if a player decides to employ it he’ll not be penalised. It can be a specifically masterful tool against players who stand too far across the baseline to pull them ahead.
