HISA investigated the rising number of horse deaths at Churchill Downs this Spring and shared their findings on September 12. The investigation considered three major factors: racetrack surface, horse medical records, and procedural issues.
The report pointed out that while no single factor could be pinpointed as the sole cause of the horse deaths, it revealed a complex interplay of various elements. HISA has also formed a Blue-Ribbon Committee which will be dedicated to exploring synthetic options throughout the sport. When questioned about whether HISA would have favored discovering clear-cut evidence of the causative factor, the CEO responded
“Obviously, if you have one ‘smoking gun,’ one clear answer, that’s simpler. You can put all of your resources into dealing with that one issue. That being said, I think the fact that it is multi-factorial gives us an opportunity [as a] national regulator, to say, ‘We can’t just kick the can down the road.’ “

The inquiry determined that there was no causal connection between the racetrack surface and the equine fatalities. Likewise, the horses’ medical histories and injuries didn’t show a specific cause. However, an examination of training histories did reveal an elevated risk profile for certain horses, attributed to the frequency of their intensity of exercises and racing routines.
