“Not gonna lie, the Act III patch is a bit scary considering the high amount of content coming and potential instability. We want to be faster when it comes to resolving any issues or exploits. This delay gives our team some breathing room to make sure current Agents play nice with the new map (invisible Spy Cams, invincibility, teleporting in the wrong neighborhood, etc.) before introducing another variable.”
Valorant Act 3 to feature a new map and an agent, along with other additions
The most notable addition that will greet the game in Act 3 is the addition of a new map: Icebox. Now, devs had originally decided to release this map during Episode 2 of this act. However, they decided to surprise the community with a new map right when Act 3 kicks off.

Icebox will be available for unrated gameplay from the 13th of October. The map will be available for competitive gameplay from 27th October.
Although, there is a trade-off. Since they will add Icebox right at the beginning of the 3rd act, they have decided to release the new agent during the following update cycle. The blog has not revealed much about the new agent other than a picture of a fox with glowing eyes. This agent will be available to players from the 27th of October.

“Simply put, our last few patches haven’t been the most stable, and we know more of you want Icebox. Delaying the release of a new Agent allows us to better handle any issues that might emerge when launching alongside Patch 1.10,” says Jeff Landa, Comms Associate, Riot Games.
Valorant has been one of the more balanced tactical FPS titles out there. The player base for the game has also seen steady growth throughout its lifespan. With the upcoming Act 3, the community can expect further addition to their numbers.
