The provided details on the matter

Dan Blacker started his career back in 2011 having known that he always wanted to be a trainer. But prior to standing on his own, Dan spent time under Richard Mandella during the Godolphin Flying Start program; a place where he kicked off his journey. Fast forward to 2023, Dan has a total of 841 starts under his belt alongside an accusation of misconduct.

According to CHRB, the board conducted an audit on all horses trained by Dan from Jan 1st, 2022 until July 1, 2023. The reports stated that out of 789, 527 did not have veterinary examination completion; thus violating the CHRB rule 1878. The rule reads, “A horse shall not be permitted to workout unless the horse has been examined by the trainer’s attending veterinarian during the 72 hours…” The rule also obliges the officials to record the readings of the horses.
