Heilman was a member of the Coast Guard’s tactical law enforcement team, based in Miami, Florida. He later moved to Bells Flats after retirement. It was situated an estimated 10 miles southwest of Kodiak in Alaska. That archipelago is known to be the home of at least 3,500 brown bears. Hence, it is normal for people living on those islands to encounter the beast.
