On a supposed dead play, the Cincinnati Bengals earned a stop on third down and were in a position to force a punt, giving them possession back and a chance to take the lead. Official Ron Torbert, however, declared the play ‘shut down’ despite any evidence. Both teams had to return to the sidelines, and they offered the Chiefs the chance to restart the down.
