Is Raiders Rodgers’ first choice?

It seems like while there are quality teams eyeing Rodgers, the Raiders might be his possible first choice. During all his time in Green Bay, only one WR has been a target that Rodgers has relied on. Davante Adams has been an exceptional teammate for Rodgers, both on and off the field. It would make sense for Rodgers to now go to the Raiders and team up with Davante Adams to bring home a ring.
