As mentioned in the tweet above, the theme will be rolled out next week. If the game is introducing a Halloween themed Park, there are chances that new in-game merchandise will be released along with it.

The game is not that different from NBA 2K20, which has been a major let down for players. The so-called new shooting meter is not perfect, making it is difficult to master the mechanics during the first few days.
Moreover, with the next-gen game only a few months away, investing in the current-gen could be a waste of money, unless you are planning to stay committed to your current console. In that case, this will remain the latest NBA game for you.
The developers will introduce new patches based on the suggestions given by the community. But can it really bridge the gap between the current-gen and next-gen games? No, the next-gen would most likely be miles ahead of this game.
