On a side note, some experts who have analyzed the trailer in the last few days believe that having RTX 3080 GPUs can be beneficial for PC players. Will it definitely be released on PC?

Going by Rockstar’s track record with its games in the last 10 years, it seems like PC players will have to wait for a long time. If one has to take examples, GTA V was initially released in September 2013 for PS3 and Xbox 360 consoles. It was only after nearly two years that it was launched for PC, in April 2015.
