Since Formula 1 introduced the cost cap as part of its financial regulations in 2021, teams have had to keep a closer eye on their spending. With the $145 million cap reduced to $135 million this season, the cost cap has ensured that big teams like Toto Wolff & Co. at Mercedes can’t keep pumping in money to improve their chances. While it has helped level the field to a certain extent, even smaller teams like Williams feel certain aspects of the cap aren’t sufficient. It was discussion around this that highlighted Wolff’s hypocrisy during the F1 Commission’s meeting last week.

Williams is a Mercedes engine customer, because of which the team has ties to the Brackley outfit. This season, former Mercedes strategy director James Vowles decided to jump ship from Mercedes to Williams to head the team in Grove. In the process, Wolff didn’t just lose a crucial part of his team but also a trusted ally. From the looks of it, he seems to still hold a grudge over the betrayal.

Toto Wolff’s hot and cold behavior with Williams

At the F1 Commission meeting, Williams team principal Vowles suggested increasing the CapEx section of the cost cap. Under the CapEx rules, which allow a $36 million spending over four years, teams can build new factories without their cost eating into their cost caps. However, investing in improving infrastructure or equipment contributes to the spending. Considering the rules came into place only in 2021, teams that had the infrastructure in place before then have an advantage over teams like Williams, which is why Vowles asked for an increase.

While talking about the situation on the VF1 Show, Vincenzo Landino said, “[Wolff] raised concerns that other teams jumped on the bandwagon against Williams. I think the most interesting piece of what he said was, ‘We came up with a list [of teams who should get an increase in CapEx]. Some of the big teams said we don’t want a list, and if Williams gets stuff, we want to have stuff. And that was simply shut down.'”

Although Wolff initially seemed to support Williams and Vowles, Landino added, “Then he just shut down the idea. He said, ‘We need stability of regulations on financial relations. And you need to be able to have a business plan that is valid and not a free rein every two years where we change the goalposts on capex.’ On one hand, he’s, ‘Hey, let’s help Williams. Williams should be helped somehow.’ And on the other hand, it’s like, ‘Well, we shouldn’t move the goalposts.'” The CapEx rules have proved to be a problem for more than Williams. Earlier this year, Alpine expressed its concerns too.

Will the FIA go against Toto Wolff’s “stability” issue and increase the CapEx?

The concept behind introducing the cost cap was to level the playing field, but with the Cap Ex rules, teams like Williams and Alpine might not ever be able to catch up, considering their sup-par infrastructure. As Williams did during this Commission meeting, Alpine raised the issue in an earlier one. Before Alpine sacked Otmar Szafnauer, he revealed, “We’re in the midst of improving our manufacturing facilities. We’ve purchased a state-of-the-art simulator. There’s also a high human performance area that is being developed. Now we’re looking at other simulation tools that we need.”

He continued, “Once we get the go-ahead from the FIA to raise the CapEx part of the cost cap in order to level the playing field, then we’ll be adding those simulation tools.” When asked how much the CapEx limit should be increased, Szafnauer said, “I think we need to open it up between $20 and $40 million in investment in order to level the playing field with all the teams. Just a one-time [increase] here, ‘you can spend 40 million over your cost cap over a time period and before 2026.'”
