Some internet lurkers had leaked this information a few months back. However, it is now confirmed, as users could buy it off on steam.
Is Playground Games trying to enter the big leagues with the new Forza Horizon 5 pack?

Playground Games developed the Forza Horizon 5 and published it through Xbox Game Studio on 5th November 2021. The game did not turn out as a grand success because of its limitations to PC, Xbox One, and Xbox Series X|S. Fans also complained about the same because they only had a handful of options to choose from, in the game.
Looking at this, Playground decided to move one step forward by cutting down on fan problems. They have finally released an expansion pack for the Forza Horizon 5, shocking fans worldwide. Fans had wished for new updates amidst the limited options, so with this expansion, Playground has given access to a new garage. Famous Amazon Associate, Warrior64 revealed this information on his Twitter account, saying, ‘First Forza Horizon 5 expansion is another Hot Wheels theme, according to an updated banner on Steam.’

The expansion update takes into consideration the classic Hot Wheels. So, we are definitely expecting some fast cars, new racetracks, and vivid colors to get added to the game. As of now, not much information is revealed about the expansion pack except a few things.

The pack will come as a paid release hence, Xbox will introduce a pre-order system. Third, the bundle will give access to two future expansions. One being the Hot Wheels expansion, while the other is yet to be revealed.

That's surprising since Hot Wheels just made their own racing game. I figured they might go with Micro Machines or some other toy franchise they haven't done yet. I don't know if Codemasters/EA still has the Micro Machines license.

So not only the main game is like a downgraded DLC from 4 (without the stations) but now even the DLC is a copy from the 4's DLC.
That's exactly why I lost interest in the franchise since 5, 4 was a refinement of 3 that improved it, 5 is the same with a different map.

What can fans expect from Xbox during their bit at the Summer Games Fest?
Xbox will host their bit on June 12, the last day of the Summer Games Fest. As of now, we can’t confirm the franchise’s plans, but we have some predictions.
