According to official Nintendo Support, Error Code: 2813-9404 is a problem that occurs when there’s “a temporary issue or outage on Nintendo eShop.” Moreover, you can’t do much if you get this Error Code except check the Network Maintenance page. You just wait for a couple of hours for the server to become available.

Another error code 9001-0026 might sometimes appear with error code 2813-9404. Now, the error code 9001-0026 indicates that “our Nintendo Account has not accessed the Nintendo eShop from a Nintendo Switch console.”

In simple terms, it means your Nintendo account is not accessible to purchase Switch items. For that, you first have to sign into the eShop with an account that’s linked to a Switch.
