When you reach this tower, it is technically open, but the console that Link uses to connect with it is malfunctioning. To fix that, you have to do a few small things. The first thing they you to do is find a well nearby. Very close to that tower is a well; if you jump into it, you will be in the water body. And on the side, you will realize someone is asking for help.

This person is behind a stone wall; once you break that wall using whatever tool they see fit—a stone weapon or a bomb—you will see a person trapped in a jail.

This guy would request that Link free him. There is a button on the opposite side of that jail that can open the doors. To reach the other side, though, you have to get out of this well and head to the cave’s other entrance.

This entrance is to the south of this tower. You can simply keep heading south until you see another well. Instead of going into the well, if you see just in front of it, there is a cave entrance.
