The BCCI and ICC both have had their respective tournaments come to grinding halts due to the Coronavirus outbreak. Even though IPL 2020 and T20 World Cup, both are important events, negotiations are going on regarding which event ultimately moves forward and takes place.
ICC needs to make a decision about T20 World Cup
The ICC is conducting a meeting today (10th June, 2020) to decide the future of T20 World Cup. One of the primary reasons why the board needs to make a decision is because BCCI is looking at the October-November window to conduct IPL 2020. Hence, there needs to be clarity on what ICC wants to do. However, as per reports published, it seems unlikely that the board will be able to give any fruitful update.

The BCCI will move forward with a decision about IPL 2020 following ICC’s decision
The only time BCCI will able to make a decision about the tournament is when they know for sure ICC has postponed the T20 World Cup to a different time frame. It is an altogether different issue whether BCCI goes ahead with it or not. However, it is important for them to know what ICC plans to do.

The Indian Government has eased restrictions and have allowed teams to begin practice. So, the BCCI will take all precautions necessary. On the other hand, another question arises. There is no guarantee players will can travel across national borders during that time frame.
Considering the border restrictions that continue to persist in certain parts of the world, T20 World Cup might not be possible given that national teams will not be able to travel.
