The chances of IPL 2020 moving forward are slim. The only silver lining is that BCCI is constantly working with other boards and governments to make the event a possibility.
The ideal window for IPL 2020 clashes with the T20 World Cup 2020 window
The 13the edition of the cash-rich event was supposed to commence on the 29th of March. Unfortunately, the event was indefinitely postponed due to the Coronavirus outbreak. Currently, the BCCI is trying to secure a slot during the latter part of the year to commence Indian Premier League 2020.

The one slot that the board has its eyes on is October-November. BCCI can secure this window for IPL 2020 only if ICC decides to cancel T20 World Cup 2020. The ICC is yet to make a final decision about the same.
The reason why IPL 2020 might be taking the window is because it is each player’s individual decision whether they want to participate or not. On the other hand, T20 World Cup requires 15 teams to travel across borders. So, considering the travel situation of each event, it is expected the former will move forward.
