Cody Rhodes is presented as the top star and a bona fide main eventer in the WWE. Hence, it is difficult for them to engage him in a feud as they keep him relevant for Roman Reigns at WrestleMania 40. As a result, it was difficult for WWE to find a suitable opponent when Rhodes defeated Lesnar at SummerSlam.
