The Ryan Garcia PED debacle has proven to be a headache not just for the Victorville native but also for convicted felon Victor Conte. Just last month, ‘King Ry’ went toe-to-toe with his career rival Devin Haney in New York, and managed to shock the world by defeating the former undisputed champion. However, his joy didn’t last for long!
On May 1, VADA revealed Garcia has tested positive for two performance-enhancing drugs, one of which Garcia has been cleared of already. However, the other seems to have become the bane of his existence, which Garcia blamed Conte for, suggesting Conte and the Haney corner are behind the whole thing. Here’s the kicker! Garcia isn’t alone, as Shane Mosley, who has seen his own share of controversy working with Conte, has come forward to unveil Conte’s shady past alongside Regis Prograis on social media.

It’s worth mentioning that Garcia claimed the amount of PED found in his system was so low that it couldn’t have affected his performance. However, Conte countered, saying Garcia’s levels were sixty times higher than the allowed limit. Amid this fiasco, ‘Sugar’ Shane Mosley said in his podcast, Sugar Shane Show, “He goes from being a BALCO guy to now being the guy that tests for all the drugs, which is crazy to me. It’s crazy, it’s like a conflict of interest.”
Quick note: Victor Conte doesn’t conduct the testing, rather, he has a close relationship with the VADA, who does the testing. Interestingly, the owner of BALCO laboratories was charged with steroid distribution and other felonies in 2004, which resulted in him spending four months in prison. In 2008, Shane Mosley sued the BALCO owner for defamation, asserting Conte had given him steroids without his knowledge, but the $12 million case was dismissed after Conte claimed Mosley knew about it all along.
So, speaking about Garcia’s situation in his podcast, Mosley stated, “Just after [Garcia] beat Devin, now he’s a steroid user and now his name is smeared kind of like mine for doing steroids.” Highlighting the real threat Garcia faces of suspension and fine, Mosley implicated Conte for being behind the entire debacle.
Mosley said, “… He might get fined or he might not be able to fight or whatever for a certain length of time because he ‘did steroids.’ That Victor Conte said. And who made him the ambassador for clean boxing?” Discovering these statements from Shane Mosley on X, Haney’s previous opponent quickly voiced his own opinion on the matter.
Regis Prograis changes his stance on Ryan Garcia

‘Rougarou’ took on Devin Haney last year in December when the latter made his debut in the super lightweight division. After being dominated the entire fight, Prograis lost the fight via unanimous decision. Nevertheless, after hearing about Garcia’s PED situation initially, he wrote in an X post, “I’m gonna get the belt one more time then I’m moving to bare knuckle fighting. Boxing is just [too] dirty.”

However, his tone seems to have changed, hearing Mosley’s take on Conte’s involvement in the testing process. Reacting to Mosley’s statements, Prograis wrote in a X post today, “A known cheater; a convicted felon who served time in federal prison. Get him the fuck out of boxing.” The thing is Conte has been often criticized for his close working relationship with VADA, especially after his past convictions. On top of that, Haney’s partnership with Conte’s SNACK Nutrition has given wind to Garcia’s implication of Conte.
While Ryan Garcia awaits the results of his B-Sample, scheduled to be revealed on May 22, Shane Mosley seems convinced Garcia is innocent and Victor Conte is the real culprit in the situation.
