The most important item to craft frozen DIY items is Snowflakes. Snowflakes are seasonal items and will spawn on your island throughout the winter season. There are a total of 25 frozen DIY recipes in the game. Nintendo offers 16 recipes from Snowboys and 9 recipes by shooting down floating balloons on your island.

In order to get all these DIY recipes, you have to build a perfect Snowboy. You will find snowball on your island, which you have to kick to make it larger. Once they get large enough, you can merge two snowballs to make a Snowboy. However, you have to roll your snowballs to a specific size to build a perfect Snowboy.
The best way to build a perfect Snowboy is to build 10 tiles of pathing on the ground using the terraforming app. Then roll a snowball on either side of the pathing and then roll one over the pathing to build a perfect Snowboy. This will help you build a perfect Snowboy every time and get all the DIY recipes in no time by talking to him.

Balloons spawn every five minutes on your island and they float in from your side beaches. Regardless, the wind current will determine the direction it will float, as it can move from east to west or west to east.
